FCC Ruling Affects Pay Phone Users
 

The Telecom Act of 1996 (Docket No. 96-128) has mandated that a fee be paid by phone companies (AT&T, MCI, Sprint, etc...) to Pay Phone Service Providers for all non-emergency calls originating from pay phones to toll-free (800/888/877) numbers, effective November 17, 1997.  Pay phone service providers and long distance companies will be charging a combined total of up to $0.35 access fees for each call to an 800/888/877 number made from a pay phone.

For this reason, effective May 1, 1998 all calls to the Advanced / Superior Paging toll-free pager numbers that use a personal identification number (PIN) will be blocked from being able to receive calls from a pay telephone.

Personal 800/888/877 numbers without PIN's will be blocked from pay phones unless specifically requested by the customer.  In order to change the status of your number to allow calls from pay phones, you must agree to be billed $10.00 per month (in addition to your regular airtime) as well as $0.35 per call originating from pay phones in excess of forty (forty) per month. You will need to submit the proper authorization form in order to change the status.  Your request will be processed within 48 hours, however please allow up to three weeks for the changes to become effective in the telephone company databases.
